Open Letter to the Government of the United States of America: A Request for Comprehensive Action Against Drug Trafficking in Puerto Rico

To the Attention of: The President, the Congress, and the Heads of Federal Agencies with Jurisdiction in the Caribbean.

Subject: Inclusion of Puerto Rico in the Federal Strategy for Combating Drug Trafficking and Organized Crime, with the same urgency applied to other regions.


Distinguished Leaders and Officials of the Government of the United States of America:

We address you with deep concern regarding the exponential increase in drug trafficking, organized crime, and associated violence plaguing Puerto Rico, a territory and jurisdiction of the United States.

We have observed with attention the plans and the readiness for military intervention in other nations, such as Venezuela, under the justification of combating narcoterrorism and protecting national security. We recognize the gravity of these transnational threats. However, we respectfully request that the same fervor, the same dedication of resources, and the same strategic urgency be applied within all the borders of your own jurisdiction: Puerto Rico.

The Critical Link: Puerto Rico as a Transit Platform

It is an undeniable fact that Puerto Rico functions as a vital transit point and a key distribution hub for the flow of illicit drugs heading toward the 50 states. The presence of drug trafficking networks not only destabilizes life on the island but directly fuels the opioid crisis and violence on the mainland. The security of Puerto Rico is inseparable from the national security of the United States.

Proposal: A Model of Direct and Decisive Intervention

Instead of focusing solely on external interventions that may have unpredictable geopolitical consequences, we propose that the United States use Puerto Rico as a tangible and successful example of how a direct and decisive federal intervention can dismantle organized crime, drug trafficking, and governmental corruption.

We suggest a strategy of direct federal intervention that includes the following points:

  • Direct and Decisive Federal Intervention: Implement a military and federal law enforcement agency intervention (such as the DEA, FBI, Coast Guard, and Homeland Security) at a scale and with resources comparable to those considered for interventions abroad. This force must have the mandate and capability to intervene directly with criminal networks.
  • Exclusion of State Police: We request that this operation be carried out without reliance on the Puerto Rico Police. The deep penetration of criminal networks into the governmental fabric and the alleged corruption within local law enforcement make it imperative that the intervention be purely federal, to guarantee the integrity and effectiveness of the mission.
  • Three-Dimensional Objective: The focus should not only be on drug seizures, but on dismantling the triple threat:
    • Drug Trafficking Networks: Total dismantling of routes, storage points, and financial structures.
    • Organized Crime: Elimination of sicario (hired assassin) cells, extortion, and arms trafficking.
    • Governmental Corruption: Identification and prosecution of public officials at all levels who facilitate or benefit from drug trafficking.

A Call for Strategic Coherence

If the goal is genuinely to combat the terrorism, drug trafficking, and violence that threaten the security of American citizens, we cannot ignore the crisis unfolding at home. Including Puerto Rico (as American citizens) with the same fervor and priority given to a possible intervention abroad is not just a matter of security; it is a matter of moral and strategic coherence.

Intervention in Puerto Rico would send a clear and powerful message to the world about the commitment of the United States to law and order within its own borders.

We urge the United States Government to act now, transforming Puerto Rico from a blind spot and transit platform into a model of secure, corruption-free governance that reflects the values of the nation.
